An exerpt from "Understanding the Budget, Appropriations and Amended Certificate of Estimated Resources": The purpose of the Certificate of the Total Amount from All Sources Available for Expenditures, and Balances is to update the year end fund balances to actual cash balances and to confirm revenue estimates made in the budget which were certified on the Official Certificate of Estimated Resources. If the revenue estimates in your budget have changed, you must specify the reason for the changes. Include a letter to the County Auditor at the time of filing that specifically outlines any increase or decrease. Ask your County Auditor in advance how he or she would like you to make changes from the budget to the Certificate of the Total Amount from All Sources Available for Expenditures, and Balances.
An exerpt from "What are My Duties": First it is your duty to carry out the day to day financial tasks such as receiving revenue, paying bills and issuing payroll checks as approved by your board and creating and maintaining the financial books of the government. All this must be done following the laws of the State of Ohio for governmental entities. Second, you are the keeper of the actual records of the government. This is a very heavy responsibility that is now emphasized by the new laws regarding open public records. You must take minutes of each public meeting. You must preserve and keep the current and past records of the government in a manner that would allow them to be accessed in a reasonable time. The past records need to be stored safely so they are not damaged or stolen.
